According to journalist Jacob Steinberg, West Ham have already made a bid worth £37m for Conor Gallagher but Chelsea rejected the offer, and the Hammers are not willing to pay more.
The 23-year-old has been linked with both West Ham and Tottenham already this summer, with Ange Postecoglou thought to be keen on the midfielder should he need to replace Pierre-Emile Hojbjerg in his squad (Telegraph).

A report from the Evening Standard yesterday claimed Gallagher has been ‘offered to clubs’ as he is no longer needed at Chelsea.
It was also suggested that Spurs and West Ham were ‘leading’ the race for the England international, who has ‘accepted’ he needs to move on.
It was believed £35m would be enough to sign Gallagher (Nizaar Kinsella), but that may not be the case now.
Chelsea reject £37m offer for Gallagher
The latest update on Conor Gallagher‘s ongoing situation comes from Jacob Steinberg, who states West Ham‘s pursuit of the Chelsea star could be over already after they had an offer rejected.
Steinberg tweeted: “West Ham’s offer for Conor Gallagher was submitted last week and is £37m plus add-ons. Chelsea rejected the offer and want more. West Ham not willing to go higher.”
It remains to be seen whether the Hammers can come to some alternative arrangement to secure the signing of Gallagher or whether they have indeed given up on acquiring the Chelsea man.
The news that West Ham may be out of the race could well give Tottenham hope they can land Gallagher instead, as the Lilywhites could end up being the only option for the player and his current club.

This news could be bittersweet for Spurs. On the one hand, it puts us in pole position to sign Gallagher if we want him, but it also suggests we would need to pay upwards of £40m for him, which may be more than we hoped to spend.
