Tottenham Hotspur have made their first move for Conor Gallagher by submitting a verbal offer to Chelsea, according to the Daily Mail.
The report claims Spurs have floated an offer worth up to £40 million including add-ons for the England international.
Tottenham’s offer is £5 milllion short of Chelsea’s valuation of Gallagher who is weighing up his future at Stamford Bridge following the midfield summer arrivals of Cole Palmer, Moises Caicedo and Romeo Lavia which could impact his game time.

Gallagher would prefer to stay at Mauricio Pochettino’s outfit if he continues to feature regularly, but is realistic about his situation given the recent transfer activity.
Before a possible deal can be completed, Spurs would first need to see some players head out of the exit with Pierre-Emile Hojbjerg having been linked with a move to Fulham.
